You can build one City Hall in each of the areas of your city: in Megapolis, Rocky Mountains, Industrial Complex, and on Tourist Island. The City Hall itself can be placed anywhere within these locations. In Las Megas, the City Hall is replaced with another structure that has a similar function: the Gambling Committee.
The Town Halls and Treasuries can be built only in the regions of the main location: City Center, River Valley, Lowland, Seaside, Highland, Business Island, Archipelago, Desert, Westside, and the Great Lakes.
