States participate in the regatta. To join the regatta, you need to join an already created state or create your own.

By default, every member of a state can participate in the regatta. You can refuse to participate in the competition. To do this, uncheck the "Take part in the regatta" option in the settings.

The Governor and Deputy Governors can independently change the status of other players, disabling them from participating in the current regatta.
