The Tourist Island is a sunny tropical location with lots of palm trees. To unlock this location, you will need to build the Hydroport. Once it is unlocked, you will be able to work on developing tourism on this tropical island.
To develop your Tourist Island you need to bring tourists and VIP-tourists over by boat, helicopter, or plane. Normal tourists can be brought to the island by completing contracts in the Maritime Terminal, at the Landing Site, or the Ocean Liner Port. VIP tourists can only be brought to the island by completing contracts at the airport, the Duty-Free Pavilion, or the International Terminal.
Some buildings and contracts on Tourist Island require a certain amount of tourists or VIP-tourists to be on the island.

To increase your population limit and house residents you simply need to build residential buildings just like on the mainland.
