Licenses can be used when constructing processing plants or taking on contracts at the High-Tech Plant in the Industrial Complex.

Licenses cannot be added to the wish list or given as gifts to friends.
You can get Licenses by completing orders at the Trade Port in the Industrial Complex, or purchase them for Megabucks from the construction window of one of the processing plants, or the High-Tech Plant.
